Abstract


In fulfilling the rights and basic needs of the community in various sectors, it is inseparable from the availability of services for public goods, public services and administrative services carried out by government agencies and corporations and / or other legal entities that solely carry out business / activities in the field of public services.

But in the implementation of the implementation of public services by the public service providers mentioned above, the final results of service often arise dissatisfaction with the quantity and / or quality of services provided or should be received by the community so that sometimes it leads to complaints, complaints up to legal actions are caused maladministration carried out by public service providers, especially by service providers and other relevant authorities.

To prevent and / or reduce the occurrence of acts of maladministration in the implementation of public services, it is necessary to know the factors causing problems and obstacles so that solutions to the best problems can be found to fulfill the demands of rights and needs of the community in providing quality, reasonable and fair public services.
