Peran Teknologi dan Regulasi Pemerintah dalam Implementasi Pelayanan Rehabilitasi Fisik bagi Penyandang Disabilitas
(The Role of Technology and Government Regulation in the Implementation of Physical Rehabilitation Services for People with Disabilities)

Studi ini bertujuan untuk menganalisis peran teknologi dan regulasi pemerintah dalam implementasi layanan rehabilitasi fisik bagi penyandang disabilitas guna menciptakan sistem layanan yang efektif, adaptif, dan adil. Studi ini menggunakan metode kualitatif dengan pendekatan Tinjauan Literatur Sistematis (SLR) yang mengidentifikasi, mengevaluasi, dan menginterpretasikan hasil studi terkait dari basis data Dimensions dan Scopus selama 10 tahun terakhir (2015–2025). Hasil studi menunjukkan bahwa keberhasilan implementasi program rehabilitasi sangat bergantung pada sinergi antar pemangku kepentingan, dukungan kepemimpinan, desain program yang adaptif, dan regulasi pemerintah yang jelas dan responsif. Lebih lanjut, tantangan implementasi juga muncul dari keterbatasan sumber daya, kompleksitas regulasi, dan kebutuhan akan pelatihan staf yang berkelanjutan. Sinergi multi-sektor dan penguatan ekosistem teknologi komunikasi merupakan kunci untuk meningkatkan kualitas layanan rehabilitasi fisik inklusif. Studi ini merekomendasikan pengembangan model kolaborasi multi-sektor yang efektif, penguatan regulasi adaptif, dan strategi pemberdayaan pasien untuk mendukung keberhasilan implementasi program rehabilitasi. Temuan ini memberikan kontribusi penting bagi para pembuat kebijakan dan praktisi dalam merancang kebijakan rehabilitasi yang adil dan berkelanjutan.
Abstract
This study aims to analyze the role of technology and government regulations in the implementation of physical rehabilitation services for people with disabilities to create an effective, adaptive, and equitable service system. This study uses a qualitative method with a Systematic Literature Review (SLR) approach that identifies, evaluates, and interprets the results of related studies from the Dimensions and Scopus databases over the past 10 years (2015–2025). The study results indicate that the successful implementation of rehabilitation programs is highly dependent on synergy between stakeholders, leadership support, adaptive program design, and clear and responsive government regulations. Furthermore, implementation challenges also arise from limited resources, regulatory complexity, and the need for ongoing staff training. Multi-sector synergy and strengthening the communication technology ecosystem are key to improving the quality of inclusive physical rehabilitation services. This study recommends the development of an effective multi-sector collaboration model, strengthening adaptive regulations, and patient empowerment strategies to support the successful implementation of rehabilitation programs. These findings provide important contributions to policymakers and practitioners in designing equitable and sustainable rehabilitation policies.
