Model Tata Kelola Kolaboratif dalam Pengelolaan Desa Berkelanjutan di Indonesia
Abstract
(A Collaborative Governance Model for Sustainable Village Management in Indonesia)
Pembangunan desa di Indonesia menghadapi tantangan kompleks sehingga memerlukan tata kelola yang inklusif dan berkelanjutan. Penelitian ini bertujuan menganalisis peran tata kelola kolaboratif dalam memperkuat pembangunan desa melalui integrasi agenda SDGs Desa, partisipasi masyarakat, dan penguatan BUMDes. Dengan pendekatan kualitatif studi kasus, data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen. Hasil penelitian menghasilkan model tata kelola kolaboratif yang menempatkan pemerintah desa, pengelola BUMDes, dan masyarakat sebagai aktor utama dalam forum deliberatif. Model ini menegaskan bahwa pembangunan desa berkelanjutan dapat dicapai melalui BUMDes berkelanjutan yang dikelola secara partisipatif, akuntabel, dan berorientasi pada keseimbangan sosial, ekonomi, serta ekologi. Integrasi indikator SDGs Desa menjadi elemen penting untuk memastikan arah pembangunan sesuai standar global-lokal. Dengan demikian, penelitian ini memperlihatkan bahwa keberhasilan pembangunan desa sangat bergantung pada kolaborasi lintas aktor, partisipasi aktif masyarakat, serta inovasi kelembagaan yang mendukung tercapainya pembangunan desa berkelanjutan.
Abstract
Rural development in Indonesia faces complex challenges that require an inclusive and sustainable governance approach. This study aims to analyze the role of collaborative governance in strengthening village development through the integration of the Village SDGs agenda, community participation, and the empowerment of Village-Owned Enterprises (BUMDes). Employing a qualitative case study approach, data were collected through in-depth interviews, participatory observation, and document analysis. The findings resulted in a collaborative governance model that positions village government, BUMDes managers, and the community as key actors within a deliberative forum. The model demonstrates that sustainable village development can be achieved through sustainable BUMDes, managed in a participatory, accountable manner while maintaining social, economic, and ecological balance. The integration of Village SDGs indicators is a crucial element to ensure alignment between local development priorities and global standards. This study highlights that successful village development depends on cross-actor collaboration, active community engagement, and institutional innovation to achieve sustainable rural development.
