Abstract

Economic growth followed by increased consumption and production activities contributes to an increase in waste that needs to be managed, one of which is by recycling. The government through DJBC, especially the Directorate of Customs Facilities, introduced the Bonded Recycling Area (KDUB) facility in order to support the recycling process in Indonesia. This study aimed to analyze the implementation of the Bonded Recycling Area (KDUB) facility policy in increasing the added value of recycled products at the Directorate of Customs Facilities in 2025. This study used a qualitative approach with a descriptive method, through data collection in the form of in-depth interviews, documentation studies, and observations. The analysis of policy implementation was carried out using George C. Edward III’s policy implementation model which emphasizes four main variables, namely communication, resources, implementing disposition, and bureaucratic structure. The results of the study conclude that the implementation of the KDUB facility policy has not been carried out effectively. This is due to the lack of technical regulations and standard operating procedures (SOPs) as guidelines for policy implementation at the operational level. In addition, policy implementation also encounters various challenges, including the complexity of coordination across agencies involved, the low priority of recycling policies compared to other customs facilities, and the lack of clear differentiation between KDUB facilities and customs facilities that have been running previously.
