Implementasi Peraturan Gubernur Nomor 35 Tahun 2021 dalam Penganggaran Belanja Hibah dan Belanja Bantuan Sosial di Biro Pendidikan dan Mental Spritual Setda Provinsi DKI Jakarta

The Provincial Government of DKI Jakarta issued Governor Regulation No. 35
of 2021 on the Procedures for Grant and Social Assistance Allocation, aimed
at improving budget management quality. This study analyzes its
implementation in the budgeting of grants and social assistance within the
Bureau of Education and Mental Spiritual Affairs of the DKI Jakarta
Provincial Secretariat, while identifying influencing factors and obstacles.
Using a qualitative approach through interviews, observations, and document
analysis, the research finds that implementation has been relatively effective
but not fully compliant with the regulation. Key factors affecting
implementation include communication, resource capacity, implementers’
attitudes, and bureaucratic structure. Inhibiting factors comprise limited
human resources, absence of operational funds for administrative research and
field assessments, and inadequate infrastructure and facilities in the Bureau.
These challenges highlight the need for capacity building, improved
communication, and resource allocation to optimize the regulation’s
application in grant and social assistance budgeting.
