Abstract

Jakarta, as Indonesia's capital and economic centre, attracts many migrants from rural areas, increasing its population and demand for resources such as groundwater. Jakarta's population growth exceeds the world average, and overexploitation of groundwater results in land subsidence, triggering flooding and tidal surges. The government, through BPPT and ESDM, suggested limiting groundwater withdrawals to prevent further damage to the Jakarta Groundwater Basin (CAT). To address this issue, the DKI Jakarta Provincial Government has launched a groundwater management programme. The purpose of this study is to evaluate the groundwater management program in improving services to the community, analyse the obstacles, and verify the solutions that need to be done
in overcoming the obstacles of evaluating the groundwater management program in improving community services at the Investigation, Testing, and Measurement Management Unit of the DKI Jakarta Water Resources Agency. This research uses descriptive qualitative research with the Context, Input, Procces and Product (CIPP) model evaluation method. The result of this research is that the evaluation of DKI's groundwater management programme includes an assessment of the context, inputs, processes and outcomes to reduce exploitation and prevent land subsidence. Clear objectives, realistic targets and specific action plans are essential. Challenges faced include delays in addressing groundwater issues, reliance on illegal sources, and difficulties in coordination between stakeholders. To improve the programme, it is necessary to understand local conditions, involve various stakeholders, and ensure
adequate support and resources. Better communication and community education are needed, as well as continuous monitoring and evaluation.
