Museum Retribution and Hybrid Organization: A Sustainable Funding Model for Cultural Heritage Preservation in Jakarta

Retribusi museum berperan penting sebagai sumber dana untuk menjaga dan merawat cagar budaya di Jakarta. Namun pada kenyataannya, pemasukan dari retribusi saat ini masih sangat terbatas dan juga belum mampu untuk memenuhi semua kebutuhan museum, seperti perawatan bangunan bersejarah, renovasi besar, hingga pengembangan program edukasi untuk pengunjung. Sampai saat ini Pemerintah Provinsi DKI Jakarta masih sangat bergantung pada retribusi untuk membiayai operasional museum. Karena itulah dibutuhkan model pendanaan tambahan yang lebih fleksibel, kreatif, dan berkelanjutan. Salah satu alternatif yang potensial adalah model Hybrid Organization, yaitu pendekatan yang memadukan misi pelestarian budaya dengan strategi pendanaan yang melibatkan lebih banyak pihak.Untuk memahami masalah ini secara lebih utuh, peneliti menggunakan metode kualitatif dengan pendekatan Soft Systems Methodology (SSM). Melalui pendekatan ini, peneliti menggambarkan situasi dalam bentuk rich picture, kemudian memperdalam analisis melalui wawancara dengan pengelola museum dan pemahami lebih lanjut dokumen kebijakan. Penelitian ini membantu melihat permasalahan dari berbagai sudut pandang, mulai dari kendala birokrasi, keterbatasan anggaran, kebutuhan peningkatan layanan, hingga peluang kerja sama dengan pihak non-pemerintah. Dengan cara ini, kebutuhan akan sistem pendanaan museum yang lebih kuat dan berkelanjutan dapat terlihat dengan lebih jelas.
