Peranan Pendamping Desa dalam Perencanaan Pembangunan Desa di Kecamatan Cibarusah Kabupaten Bekasi

Village facilitators have a strategic role in ensuring that village development planning runs in accordance with the principles of participation, inclusiveness, and accountability. The village development planning meeting held annually serves as a guideline in designing development programs for the following year. However, in practice, there are still many development proposals that are not realized, and the level of community involvement in the planning process is still low. The presence of village facilitators aims to increase the capacity of village governments while encouraging active community participation in the development planning process. This research aims to analyze the role of village facilitators in village development planning. This research uses descriptive qualitative method with data collection techniques through in-depth interviews with relevant resource persons, as well as documentation and observation. The research location covers villages in Kecamatan Cibarusah, Bekasi Regency. The results showed that village facilitators in Cibarusah Sub-district have not played an optimal role in assisting village development planning. This is shown by the mismatch between development plans and realization, as well as the low level of community participation in the planning process. The main inhibiting factors include the lack of coordination between the village government and village facilitators, the low level of education of the community, and the strong culture that considers vulnerable groups to have no significant role in public decision making. To improve the effectiveness of the role of village facilitators, efforts are needed to increase capacity through more intensive training, strengthen coordination with village governments, and change the mechanism of approaches to be more effective in educating and encouraging community participation in village development planning.
