The corruption eradication in Indonesia has faced fundamental challenges
since the enactment of Law No. 19 of 2019, which revised the legal bases of the
Corruption Eradication Commission (KPK). Although the policy was
normatively claimed as a form of strengthening, it has paradoxically led to
performance setbacks. The purpose of this research is to evaluate the impact
of the policy on KPK's performance, analyze emerging institutional
constraints, and formulate strategies for future strengthening. Using a case
study-based qualitative approach, this research integrates William N. Dunn's
Policy Evaluation Theory and Institutional Theory to analyze primary data
collected from in-depth interviews and relevant secondary data. The research
found that the policy revision has not demonstrated effectiveness in improving
KPK's substantive performance. Instead, it has resulted in systemic obstacles
across nearly all evaluation criteria, ranging from structural constraints
(structural executive positions) and internal cultural issues (ethical and
integrity crises coupled with brain drain) to operational challenges (red-tape
issues). Thus, based on these research findings, it can be concluded that a
phenomenon of Regulatory Backsliding has occurred, wherein formal legal
reforms have, paradoxically, functioned as instruments that diminish the
institution's substantive capacity. The policy has finally shifted the performance
orientation towards procedural compliance, leading to a significant decline in
public legitimacy.
