Abstract

The Spatial Planning Department is a regional government agency with highly complex responsibilities, including technical spatial planning regulations, building management guidelines, control, and supervision. The Bekasi City Spatial Planning Department continues to face challenges related to the limited availability of green open spaces. Land allocated for infrastructure, facilities, and public utilities (PSU), which also serves as open space, constitutes a critical component to ensure compliance with spatial planning requirements in residential areas, contributing up to 30%. However, this target remains difficult to achieve due to discrepancies between registered PSU land and the actual findings observed in the field. This research aims to examine the implementation of the PSU land supervision policy, identify existing gaps and obstacles, and evaluate the measures undertaken. The research employs George C. Edwards III’s policy implementation theory as the analytical framework and applies a qualitative descriptive approach. Data collection techniques included interviews with various informants (structural officials, functional officers, and technical staff), field observations, as well as documentation of field findings. The results indicate that PSU land supervision in it’s implementation remains 
partial and lack of systematic interdepartmental coordination within the Spatial Planning Department. The main obstacles identified include limited dissemination of information to developers and residents, the absence of detailed technical regulations or standard operating procedures (SOPs) for supervision, and insufficient supervisory personnel. To address these challenges, the Spatial Planning Department has undertaken several efforts, including periodic field inspections, integrated identification and data collection, and strengthening the supervisory SOPs. Such improvements are expected to enhance PSU land supervision and governance in housing areas, ensuring compliance with sustainable spatial planning requirements.
