Implementasi Kebijakan Dana Hibah Kementerian Dalam Negeri RI (Studi Kasus Pemberian Dana Hibah Pada Pemerintah Provinsi Banten)

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan dana hibah Kementerian Dalam Negeri Republik Indonesia. Fokus utama penelitian adalah mengeksplorasi proses, tantangan, dan faktor-faktor pendukung yang memengaruhi keberhasilan atau kegagalan implementasi kebijakan tersebut di Pemerintah Provinsi Banten. Menggunakan metode penelitian kualitatif dengan pendekatan deskriptif-analitis, data dikumpulkan melalui wawancara mendalam dengan pihak-pihak terkait, observasi dokumen, serta studi literatur. Hasil penelitian menunjukkan bahwa implementasi kebijakan dana hibah di Pemerintah Provinsi Banten menghadapi berbagai dinamika, meliputi permasalahan dalam sosialisasi kebijakan, kapasitas sumber daya manusia di tingkat pelaksana, transparansi dan akuntabilitas pengelolaan dana, serta koordinasi antarlembaga. Meskipun demikian, kebijakan ini juga menunjukkan potensi dalam mendukung program-program pembangunan daerah dan pemberdayaan masyarakat jika didukung oleh komitmen politik yang kuat, sistem pengawasan yang efektif, dan partisipasi aktif dari seluruh pihak terkait. Penelitian ini menyimpulkan bahwa perbaikan berkelanjutan dalam kerangka regulasi, peningkatan kapasitas pelaksana, dan optimalisasi sistem informasi sangat krusial untuk mencapai tujuan kebijakan dana hibah Kemendagri secara lebih efektif dan efisien.
