Abstrak

Visi Indonesia Emas 2045 menuntut transformasi tata kelola pemerintahan yang tidak hanya adaptif tetapi juga berkelanjutan. Kabupaten Banyuwangi telah menjadi lokus inovasi pelayanan publik yang diakui, namun diperlukan sintesis mendalam mengenai strategi akselerasinya untuk replikasi kebijakan makro. Tujuan: Penelitian ini bertujuan untuk menganalisis tipologi inovasi, kontribusi terhadap Sustainable Development Goals (SDGs), serta faktor pendorong dan penghambat dalam keberlanjutan inovasi pelayanan publik di Banyuwangi. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode Systematic Literature Review (SLR) mengikuti protokol PRISMA. Analisis dilakukan terhadap 25 artikel jurnal berkualitas yang terbit dalam rentang tahun 2014–2024. Hasil: Temuan menunjukkan adanya konvergensi antara inovasi digital, organisasional, dan proses yang menciptakan ekosistem pelayanan inklusif. Inovasi seperti "Smart Kampung" terbukti mengakselerasi SDG 3, 4, 8, dan 16 melalui pelembagaan inovasi yang kuat dan kepemimpinan transformasional. Namun, inersia budaya organisasi tetap menjadi tantangan laten. Keberlanjutan inovasi di Banyuwangi dijamin melalui pelembagaan sistemik yang menciptakan nilai publik (public value). Model ini menawarkan strategi "Pembangunan dari Pinggiran" sebagai panduan strategis menuju transformasi tata kelola Indonesia Emas 2045.

Abstract

The Indonesia Gold 2045 Vision mandates a government governance transformation that is not only adaptive but also sustainable. Banyuwangi Regency has become a recognized locus of public service innovation, yet a deep synthesis of its acceleration strategy is required for macro-policy replication. Objective: This study aims to analyze the typology of innovation, its contribution to the Sustainable Development Goals (SDGs), and the driving and inhibiting factors in the sustainability of public service innovation in Banyuwangi. Methods: This study employs a qualitative approach using the Systematic Literature Review (SLR) method following the PRISMA protocol. The analysis was conducted on 25 high-quality journal articles published between 2014 and 2024. Results: The findings indicate a convergence between digital, organizational, and process innovations that create an inclusive service ecosystem. Innovations such as "Smart Kampung" are proven to accelerate SDGs 3, 4, 8, and 16 through strong institutionalization and transformational leadership. However, organizational cultural inertia remains a latent challenge. The sustainability of innovation in Banyuwangi is guaranteed through systemic institutionalization that creates public value. This model offers a "Development from the Periphery" strategy as a strategic roadmap toward the governance transformation of Indonesia Gold 2045.
