Pandemi Covid-19 menciptakan suasana yang tidak terprediksi, penuh dengan ketidakpasitian, kompleks dan ambigu karena penyebaran virus yang masif, angka korban yang terpapar dan kematian yang terus bertambah, serta adanya kebijakan pembatasan mobilitas warga. Rumah Sakit Umum Daerah (RSUD) Kota Bekasi sebagai rumah sakit rujukan milik pemerintah bertindak responsif dan proaktif dengan cara transformasi digital. Tujuan dari penelitian ini adalah untuk menganalisis penerapan dynamic government capability di RSUD Kota Bekasi dalam digitalisasi layanan kesehatan di masa Pandemi sampai saat ini. Penelitian ini menggunakan metode kualitatif dengan pendekatana studi kasus. Data dikumpulkan dari wawancara, observasi dan telaah dokumen. Hasil analisis menunjukan bahwa RSUD menerapkan tiga dimensi dynamic government capability yaitu sensing, seizing dan configurating. Kemampuan sensing dilakukan dengan cara mengdeteksi dan identifikasi ancaman dari bahaya virus Covid-19 dan dampak yang ditimbulkan. Seizing dilakukan dengan memanfaatkan peluang hasil sensing dengan mengerahkan sumber daya finansial, teknologi dan manusia. configurating dilakukan dengan mengkonfigurasi ulang upaya pengerahan sumber daya tersebut sehingga dapat menciptakan inovasi layanan, perubahan budaya kerja dan meningkatkan kualitas layanan.
Abstract
The Covid-19 pandemic has created an unpredictable atmosphere, full of uncertainty, complexity, and ambiguity due to the massive spread of the virus, the increasing number of victims and deaths, and the implementation of policies restricting citizen mobility. The Bekasi City Regional General Hospital (RSUD), as a government-owned referral hospital, has responded responsively and proactively through digital transformation. The purpose of this study is to analyze the application of dynamic capability in government at the Bekasi City Regional General Hospital in the digitization of health services during the pandemic to date. This study uses a qualitative method with a case study approach. Data were collected from interviews, observations, and document reviews. The results of the analysis show that the Regional General Hospital applies three dimensions of dynamic capability government, namely sensing, seizing, and configurating. Sensing capability is achieved by detecting and identifying threats posed by the COVID-19 virus and its associated impacts. Seizing opportunities is carried out by utilizing the insights gained through sensing, mobilizing financial, technological, and human resources. Configuring is carried out by reconfiguring the mobilization of these resources to create service innovations, change work culture, and improve service quality.
