FOCUS AND SCOPE
The Editors of Transparansi : Jurnal Ilmiah Ilmu Administrasi issue a set of publication ethics guidelines for authors engaged in publishing scientific research to comply with COPE practices and establish high ethical standards for journal publication. This statement is based on COPE’s Best Practice Guidelines.
A. Authorship
Authors are expected to comply with the following ethical guidelines. Any infringement may lead to a retraction of the article or even ban the author from journal publication.
The author’s main obligation is to deliver accurate and complete details of the research performed. The research data should contain sufficient information on the related subject.
Authors should ensure the originality of their work and that neither fraud nor fabrication is involved in their manuscript.
Authors should guarantee that the article has not been published previously or is not being evaluated for publication elsewhere.
Authors should ensure that their works do not contain any unlawful statements and/or any comments that may violate the law. Authors are aware of and abide by the misconduct policy.
B. Editorship
Editors should provide a fair judgment and consideration to all manuscripts based on their quality with no regard to race, religion, nationality, sex, seniority, or institutional affiliation of the author(s).
Editors are responsible for considering all the submitted manuscripts in a reasonable time frame.
Editors, with their expertise and fair judgment, are responsible for accepting or rejecting the manuscripts. They are to establish good communication with authors regarding the manuscript’s publication. The final decision will be accompanied by the reviewer’s comment. Editors shall make sure no private information of authors is included in the manuscript sent to reviewers. Editors should ensure the confidentiality of the submitted manuscript and not disclose any information about the manuscript under consideration to other parties.
Editors are to respect the author’s request not to use certain reviewers, with a well-reasoned objection, to consider their manuscript. However, editors can decide to use one or more of these reviewers if their professional input is considered to be important for the manuscript’s publication. Editors are to comply with COPE practices when considering a manuscript for publication.
C. Reviewer Process
All papers will be critically examined by at least two anonymous reviewers, selected for their competence in the subject area and the aim and scope of the paper. Acceptance of the paper will depend upon its scientific merit and suitability for the Transparansi : Jurnal Ilmiah Ilmu Administrasi. A paper may be accepted in its original form, subject to revision, or rejected.
The reviewers' (and editors’) suggestions will be conveyed to the author, who will then have an opportunity to revise the paper. A manuscript returned to an author for revision may be held for up to 4 weeks.
The accepted paper will be edited by native English speakers. The cost of the language editing service is included in the Article Processing Charge (APC). All submitted papers will be checked for originality using iThenticate/Turnitin.
Reviewers are to comply with the following ethical guidelines:
The main obligation of a reviewer (referee) is to objectively judge the complete manuscript both scientifically and literally in high standards. Referees should treat the submitted manuscript as a confidential document. The referee’s identity should remain anonymous–unless the editors decide otherwise. Referees should complete the evaluation of a manuscript within a reasonable time frame and directly inform the editors if the work cannot be completed within that schedule.
Reviewers should explain and provide adequate professional judgment for their evaluation of a manuscript. Reviewers are to promptly notify the editors should they find the manuscript is expected to be misapplied by others to pose a threat to public health and safety.
D. Conflict of Interest Policy
Authors, Editors and Reviewers are expected to adhere to the following guidelines in compliance with COPE practices.
Authors should clearly inform their source of financial support-institution, private, and/or corporate- for their research
If the author and editor of Transparansi : Jurnal Ilmiah Ilmu Administrasi have a relationship that could lead to an unfair evaluation, another editor will be appointed instead.
Reviewers should be aware of any appearance of a conflict of interest when receiving a manuscript for evaluation and are required to promptly return the manuscript to the editor, informing the editor of the conflict-of-interest issue.

F. Research Misconduct Policy
The purpose of this policy is to prevent misconduct related to research conducted for the journals and to outline the fundamental principles and procedural structures for research integrity deliberations required to ensure ethical research.
The range of misconduct policy. Research misconduct, as defined in this policy, pertains to fraud and includes data fabrication, falsification, plagiarism, and improper authorship.
"Fabrication" refers to any activity involving the creation of false information about non-existent data or findings.
"Falsification" refers to the artificial manipulation of the research materials / equipment / process or random modification/deletion of data resulting in distorted research contents or research results.
"Plagiarism" refers to acts of pirating others’ ideas, research content, and research results without justifiable approvals or quotations.
"Improper authorship" refers to cases where the person who has contributed to research contents or research results is scientifically and technically unqualified as an author or where someone who has not contributed to the research contents or research results scientifically and technically but has been listed as an author merely to express gratitude or courtesy
Intentional acts to disturb a fraud investigation about themselves or others, or acts which can be harmful to informants. Unfair evaluation regarding research of others, or disclosure or pirating of research ideas or research results acquired during the evaluation process.
Severely aberrant acts that cannot be accepted in the community of the field of science and technology. How does the journal address misconduct?
Editors and publishers have an ethical obligation to:
Support the quality and ethics of the review process (pre-publication: weed out; prevent).
Ensure the correctness of the published literature (post-publication: correct; communicate)
Educate (prevent).
Editors/journals have an ethical obligation to respond and to address ethical allegations that may arise about published papers or papers in review. Systems and procedures are in place to investigate and address misconduct, including cooperation with investigations by institutions or funding bodies.
Possible sanction
When the evidence of misconduct is confirmed, the following procedures are to be applied:
Prior to publication (during review): The manuscript can be withdrawn from review. Post-publication (literature correction) The journal may publish a Retraction, Note of Editorial Concern, Errata/Correction with the author's or all authors’ signature or an editorial of an appropriate statement about the situation. The paper can be “marked” in the literature Editors determine whether to retract or correct after considering whether the case is fraud or an honest mistake. They consider the intent and then the extent to which the data is incorrect/misleading. Editors may, in some cases, provide information for other editors/publishers. Editors may publish an editorial in the journal to discuss the issue in general and raise awareness.
G. Ethical Oversight
All submitted articles and information exchanged between authors and editors in the Transparansi : Jurnal Ilmiah Ilmu Administrasi will be considered confidential. Communications related to the publication process should not be disclosed on any website without prior consent from the editors.
The names and email addresses entered in Transparansi : Jurnal Ilmiah Ilmu Administrasi site will be used exclusively for the stated purposes of this journal and will not be made available for any other purpose or to any other party.
Regarding research involving experiments on animals, the authors should ensure that the potential harm to the animals is fully assessed. This involves a detailed examination of the specific procedures and experiments, as well as the numbers and types of animals used. The animals subjected to the experiment are to adhere to institutional and national guidelines. The manuscripts are required to declare that all efforts were performed to reduce animal suffering.

Copyright
The author is responsible for acquiring permission(s) to reproduce any copyrighted figures, tables, data, or text that are being used in the submitted paper. Authors should note that text quotations of more than 250 words from a published or copyrighted work will require a grant of permission from the original publisher to reprint. The written permission letter(s) must be submitted together with the manuscript.

J. Post Publication - Discussion and Correction
Transparansi : Jurnal Ilmiah Ilmu Administrasi follows COPE guidance regarding ethical concerns in published articles. The Complaints and Appeal Editor-in-Chief email at transparansijournal@gmail.com is available for contact should the authors have an objection or disagreement pertaining to the publication process in Transparansi : Jurnal Ilmiah Ilmu Administrasi. Every complaint will be acknowledged and handled to resolve the issue accordingly. In addition, articles may be retracted due to both scientific and/or ethical reasons, which can be requested by the author(s) or by the Editor. Articles that are found to be seriously flawed or that violate ethical guidance from COPE will be retracted in order to correct the scientific record. The retracted article will be available on the journal's website, along with information explaining the reason for the retraction.
AUTHOR GUIDELINES
General Requirements
The minimum standard requirements of Transparansi : Jurnal Ilmiah Ilmu Administrasi must be :
ü Written in Indonesia.
ü The length of the submitted paper is between 5000 and 7000 words, counted from the Introduction to the Conclusion sections.
ü It is recommended that you use a reference tool such as Mendeley, Zotero, or EndNote. The references should be in the newest APA Style format.
ü Ensure your paper is prepared using the Transparansi : Jurnal Ilmiah Ilmu Administrasi Manuscript Template and follows all directions and guidelines provided in the template.
ü Expect at least 30 references, primarily with 80% to journal papers. The references must be up to date (within the past 5 years).
ü If there are figures, they must be clear images or in HD
Structure of The Manuscript
The manuscript must be prepared and suggested to follow the structure:
Title
The manuscript title must clearly reflect the study’s focus and contribution. The title should not exceed 20 words and must concisely represent the main topic, variables, object of study, or theoretical perspective discussed in the article. Avoid abbreviations, unnecessary jargon, or overly broad wording.
Author Information
Authors must provide complete information, including full names, institutional affiliations, institutional addresses, and active email addresses for all contributors. One corresponding author must be clearly identified using an asterisk (*). Affiliations should include the institution name, city, postal code, and country.
Abstract
The abstract must be written in English and contain between 180 and 250 words in a single paragraph without citations, references, tables, or figures. The abstract should briefly explain:the research objectives, methods used,main findings, theoretical implications, and practical implications. Authors are encouraged to write the abstract clearly, concisely, and systematically to provide readers with a comprehensive overview of the study.
Keywords
Authors must provide three to five keywords representing the main concepts of the manuscript. Keywords should be specific, relevant to the study, and useful for indexing purposes. Avoid overly general terms.
Introduction
The Introduction section should explain the background and urgency of the research problem, supported by relevant and recent literature. Authors are expected to critically discuss prior studies on the topic to identify contradictions, inconsistencies, limitations, or research gaps. This section must clearly present: the research context and phenomenon, review of relevant previous studies, novelty or originality of the study, research objectives, and the scientific significance or contribution of the study. Authors are encouraged to formulate the research problem based on clear theoretical or empirical gaps identified through the literature review.
Method
The Method section must explain how the research was conducted in a clear and systematic manner. Authors should describe: research approach and design, object or subject of the study, population and sample selection techniques for quantitative research, informant selection techniques for qualitative research, research instruments, data collection techniques, and data analysis methods. The methodology used must be justified with recent and credible references. Authors should ensure that the methods described are sufficiently detailed to allow readers to understand and evaluate the research process.
Result and Discussion
The Result and Discussion section should present and interpret the study's results based on empirical data collected through interviews, observations, questionnaires, surveys, documentation, content analysis, or other relevant methods. Authors may organize this section using subheadings aligned with the research objectives. However, excessive subheading levels should be avoided. The discussion must not merely describe findings but should critically interpret and synthesize the results using relevant theories and previous studies. The discussion should explain the meaning of the findings, the relationships between the findings and theoretical perspectives, comparisons with previous studies, and the implications of the findings. This section must include at least one table and one figure. Every table and figure included in the manuscript must be explained and discussed in the text, either before or after their presentation. Tables or figures should not appear without interpretation or contextual explanation.
Conclusion
The Conclusion section should summarize the study’s answers to the research objectives in a concise, systematic, and clear manner. Authors should explain the main findings, theoretical implications, practical implications, and recommendations for future research.
Acknowledgment
The Acknowledgment section is intended to express appreciation to institutions or individuals who contributed to the research process. The acknowledgment should be written formally and professionally without excessive personal expressions.
References
The references section must be prepared using APA Style, 7th Edition, and arranged alphabetically based on the surnames of cited authors. Authors must ensure that all references listed in this section are cited within the manuscript text. The journal requires that references primarily consist of relevant, up-to-date, credible sources. At least 80% of the references should come from scientific journal articles published within the last five years.
Submission Preparation Checklist
As part of the submission process, authors are required to check that their submissions comply with all of the following items. Submissions that do not adhere to these guidelines may be returned to authors.
ü The manuscript has not been published and published in any scientific media.
ü Manuscript submitted in the form of .doc or .docx files
ü The author is required to follow the writing method that Transparansi : Jurnal Ilmiah Ilmu Administrasi has determined.
ü A similarity check with a maximum result of 18% should be attached as a supplementary file when submitting the article.
PUBLICATION ETHICS
Transparansi : Jurnal Ilmiah Ilmu Administrasi, is committed to upholding the highest standards of publication ethics and takes all possible measures against any publication malpractices. The Editorial Board is responsible for, among others, preventing publication malpractice. Unethical behavior is unacceptable, and the Transparansi : Jurnal Ilmiah Ilmu Administrasi does not tolerate plagiarism in any form. Authors who submitted articles: affirm that manuscript contents are original. Furthermore, the authors’ submission also implies that the manuscript has not been published previously in any language, either wholly or partly, and is not currently submitted for publication elsewhere. Editors, authors, and reviewers, within the Transparansi : Jurnal Ilmiah Ilmu Administrasi, are to be fully committed to good publication practice and accept the responsibility for fulfilling the following duties and responsibilities, as set by the COPE Code of Conduct for Journal Editors. PEER REVIEW PROCESS
The submitted manuscript is first reviewed by an editor. It will be evaluated in the office, whether it is suitable for Transparansi : Jurnal Ilmiah Ilmu Administrasi focus and scope or has a major methodological flaw and similiarity score by using Turnitin.
The manuscript will be sent to at least two anonymous reviewers (Double Blind Review). Reviewers' comments are then sent to the corresponding author for necessary actions and responses.
The suggested decision will be evaluated in an editorial board meeting. Afterwards, the editor will send the final decision to the corresponding author.
All manuscripts are reviewed by double-blind reviewers consisting of an editor and members of the Editorial Board or qualified outside/external reviewers. This is done within the shortest given time. The journal, above all, strives to return reviewers’ comments to authors within 3 weeks. The Editorial Board re-review manuscripts that are accepted until they are revised.

Transparansi merupakan jurnal ilmiah Sekolah Tinggi Ilmu Administrasi Mandala Indonesia (STIAMI) yang diterbitkan oleh Pusat Pengabdian Masyarakat Sekolah Tinggi Ilmu Administrasi Mandala Indonesia (STIAMI) Jakarta.

TRANSPARANSI ber ISSN 2085-1162 (media cetak) dengan permohonan ISSN pada Rabu, 25 Januari 2012 dengan frekuensi penerbitan 3 bulanan dalam setahun.
Perubahan dilakukan permohonan untuk mendapatkan E ISSN pada Jumat, 4 Mei 2018 sesuai dengan SK no.0005.26220253/JI.3.1/SK.ISSN/2018.06 - 28 Juni 2018 (mulai edisi Vol.1, No.1, Mei 2018) dengan mendapatkan ISSN 2622-0253 (media online) dengan frekuensi penerbitan 6 bulanan. Berdasarkan SK tersebut nama Jurnal yang sebelumnya TRANSPARANSI menjadi Transparansi : Jurnal ilmiah Ilmu Administrasi.
Jurnal ini bertujuan untuk menerbitkan artikel penelitian dalam bidang Kebijakan Publik dan Pemerintahan, Ekonomi Pembangunan, Manajemen Sektor Publik, Tata Kelola Pemerintahan, Perpajakan, dan untuk menganalisis pemerintahan kontemporer. Konten internasional jurnal ini menawarkan sumber yang benar-benar berharga bagi para ilmuwan dan pembuat kebijakan publik di semua bidang yang mencari cara baru untuk mengatasi masalah yang sudah dikenal. Kontributor menyajikan penelitian mendalam dan sejarah kasus yang memiliki nilai praktis yang nyata dan metodologi yang dapat diterapkan untuk memecahkan atau mengurangi situasi paralel.
