Abstract

   Abstract

This study aims to analyze the implementation of New Public Management (NPM) in the governance of higher education institutions in Palembang City and its implications for institutional performance. A qualitative approach with a case study design was employed, involving four universities with excellent and very good accreditation status. Data were collected through in-depth interviews, observations and document analysis and were analyzed using Miles and Huberman’s interactive model. The results indicate that the implementation of NPM in higher education institutions in Palembang is categorized as good to very good, particularly in terms of performance orientation, public accountability, managerial transparency and service efficiency. Universities with excellent accreditation tend to demonstrate a more mature internalization of NPM principles compared to those with very good accreditation. The main supporting factors include leadership commitment and management information systems, while the major constraints are resistance to change and limited human resource capacity. The implementation of NPM has a positive impact on governance improvement, academic performance and institutional competitiveness. This study confirms that NPM is a relevant approach for reforming higher education governance, provided that it is implemented contextually and balanced with academic values.
