Indonesia sebagai negara kepulauan menghadapi tantangan yang kompleks dalam pengawasan wilayah laut, khususnya dalam mencegah penyelundupan dan pelanggaran kepabeanan. Dalam mendukung transformasi digital administrasi pengawasan laut, Direktorat Jenderal Bea dan Cukai mengembangkan Aplikasi CEISA Patroli Laut sebagai bagian dari sistem Customs-Excise Information System and Automation (CEISA). Penelitian ini bertujuan untuk menganalisis implementasi Aplikasi CEISA Patroli Laut dalam digitalisasi administrasi pengawasan laut pada Pangkalan Sarana Operasi Bea Cukai Tipe B Tanjung Priok. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi terhadap lima informan yang terlibat langsung dalam pelaksanaan patroli laut. Analisis data dilakukan menggunakan teori implementasi kebijakan George C. Edward III yang meliputi aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi Aplikasi CEISA Patroli Laut telah mendukung digitalisasi administrasi pengawasan laut melalui peningkatan efisiensi administrasi, integrasi data patroli, dan dokumentasi kegiatan yang lebih sistematis. Namun demikian, implementasi aplikasi belum berjalan secara optimal karena masih ditemukan kendala berupa keterbatasan jaringan internet, kurangnya pelatihan teknis bagi pengguna, belum meratanya penyampaian informasi terkait pemanfaatan aplikasi, serta belum optimalnya penggunaan seluruh fitur yang tersedia. Disposisi pelaksana yang positif dan struktur birokrasi yang jelas menjadi faktor pendukung dalam implementasi kebijakan. Penelitian ini menyimpulkan bahwa Aplikasi CEISA Patroli Laut berkontribusi dalam mendukung transformasi digital administrasi pengawasan laut, namun masih diperlukan penguatan infrastruktur teknologi, peningkatan kapasitas sumber daya manusia, dan optimalisasi sistem untuk meningkatkan efektivitas implementasi secara berkelanjutan.
Abstract
As an archipelagic country, Indonesia faces complex challenges in maritime surveillance, particularly in preventing smuggling activities and customs violations. To support the digital transformation of maritime surveillance administration, the Directorate General of Customs and Excise developed the CEISA Sea Patrol Application as part of the Customs-Excise Information System and Automation (CEISA). This study aims to analyze the implementation of the CEISA Sea Patrol Application in the digitalization of maritime surveillance administration at the Type B Customs Operational Base of Tanjung Priok. A qualitative descriptive approach was employed through observation, in-depth interviews, and documentation involving five informants directly engaged in sea patrol operations. Data were analyzed using George C. Edward III’s policy implementation framework, which consists of communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of the CEISA Sea Patrol Application has supported the digitalization of maritime surveillance administration by improving administrative efficiency, enhancing patrol data integration, and providing more systematic documentation of operational activities. However, the implementation has not yet been fully optimized due to several challenges, including limited internet connectivity, insufficient technical training for users, uneven dissemination of information regarding system utilization, and the underutilization of available application features. Positive implementer disposition and a well-defined bureaucratic structure were identified as key supporting factors in the implementation process. This study concludes that the CEISA Sea Patrol Application contributes to the digital transformation of maritime surveillance administration. Nevertheless, strengthening technological infrastructure, improving human resource capacity, and optimizing system performance remain necessary to ensure more effective and sustainable implementation.
