Analysis of Community Participation and Empowerment in the Innovation of One Food Data Integration Services

This study analyzes community participation and empowerment in the innovation of One Food Data integration services implemented by the National Food Agency of Indonesia. This study employed a descriptive qualitative approach using interviews, observations, focus group discussions, and literature review. Data were obtained from government officials, academics, practitioners, and community representatives and analyzed using the Miles and Huberman interactive model through data reduction, data display, and conclusion drawing. The findings indicate that community participation in One Food Data remains predominantly passive to consultative. Direct public access to contribute, validate, and update food data through the platform remains limited. Community empowerment is also relatively low because access to digital infrastructure, data literacy, and opportunities to utilize food data remain uneven. These findings indicate that One Food Data has significant potential to strengthen participatory governance and community empowerment, but its implementation requires broader public access, digital literacy development, participatory mechanisms, and stronger collaboration among government, academia, and community stakeholders.
